2001:   A sergeant in the Australian Protective Service attached to the  Staff Training and Development Section and the Senior Firearms Instructor.

2000:   I was seconded to a specialist training team in Canberra as an Acting Senior Protective Service professional Advanced Counter Terrorist First Response training for Sydney Airport.

            I am a specialist instructor in firearms and operational safety and defensive tactics attached to Staff Training and Development Section at National Headquarters, delivering recruit training, writing, developing and implementing policy and assisting in the delivery of commercial training.

1998 – 1999:   Australian Protective Service First Response Officer, Sydney Airport. Prior to this I was employed at Kirribilli House providing protection for the Prime Minister, his family and the house residents. I also assisted with the provisions of security for The Governor General, his family and visiting dignitaries at Admiralty House. I carried our mobile patrols and static guarding of Consulates and private Consulate residents throughout Sydney.

1978 – 1998:   Self-employed Private Inquiry Agent. Registered Provider VETAB for training and assessment of the Security and Law Enforcement Community in Certificates II, III and IV in Security Operations. I specialised in static guarding, bodyguards, crowd control, executive protection and cash escorts.

1989 – 1994:   Senior Correctional Officer – Department of Corrective Services. OIC Weapons and Emergency Response training. During my tenure I lectured and facilitated in all training of recruits and Departmental Personnel in Operational Safety and Defensive Tactics and Firearms. This included the design, development and evaluation of courses for external agencies. During this time I worked full time for the Department and also maintained my business.

1.      Ability to think strategically

Prior to commencing employment with the APS I managed my own business within the Security Industry and associated fields. My ability to think strategically was one of the main drivers behind the success of my business. Effective planning and management ensured business objectives were realised and client needs were met.

Over the past twenty years I have studied and gained a wealth of experience which included the provision of consultancy services and training in relation to:

w          Industrial espionage

w          Diplomatic and VIP protection; and

w          Threat assessment

I joined the NSW department of Corrective Services in 1989, where I was Senior Weapons and Defensive Tactics Instructor. During my tenure with the department I had to plan, develop and deliver training and strategies that included Regional range shoots and Emergency Procedure courses at 27 Correctional facilities throughout NSW. In addition, I planned for logistics staffing and administrative costing for policy and procedures to enhance officer’s ability to perform their duties effectively within the law of NSW.

Since my secondment to the Staff Training and Development Section in the Australian Protective Service

(APS), I have assisted in the planning, development and delivery of training for eight recruit courses. Three of these courses were Advanced First Response and five standard entry courses. I was coordinator for recruit course 5/2000, a 6 week recruit course. I actively contribute to ideas relating to training delivery, some of which have been recently accepted for inclusion for the next firearms audit and conference in February 2001.

During all of the recruit courses I have had to ensure that all recruits were adequately equipped in skills, knowledge and attitudes, including accountability in order to perform their duties to an acceptable standard prior to completing their training.

As a result of the National Training Centre being used for Commercial and other training needs, two recruit courses were not able to use this facility. I liaised with staff at the HMAS HARMAN Naval Base and was able to gain that facility as a training venue. I encountered several problems with training delivery and accommodation, but through strategic planning, I was able to make recommendations for, and implement the change to alternative arrangements that resulted in a considerable cost saving for the APS.

Each recruit course I delivered had individual requirements; therefore an established recruit program could not be utilised. As client requirements varied, each course program was tailored to the client’s individual specifications. I negotiated external training to meet client’s needs and ensured a systematic approach with methodical training delivery.

 

2.      Ability to Achieve Results

I have developed and coordinated result driven organisation goals for Corrective Service staff and APS members. This entailed planning and scheduling courses (including resource allocation), logistics issues, costing of materials, venue selection and ensuring that all training met educational and OH&S requirements.

When developing solutions for issues or problems, I take into account all information available and analyse all elements to ensure an outcome that meets the needs of all stakeholders.

Key competencies in the training manuals I developed for the Certificates II, III & IV in Security Guarding are designed to not only meet the needs of supervisors and instructors, but also to ensure participants are able to meet the key elements in the competencies. The diversity of subjects requires expert knowledge of the organisation and associated areas.

I have developed on behalf of the APS management, a draft course delivery policy as a guide to course coordinators and training officers. This policy ensures that APS policy and procedures are followed whilst training courses are being conducted. This policy will assist APS staff in their management of courses

As a Security Consultant and service provider I have successfully secured and maintain contracts with a diverse range of clients. As a Senior Corrective Service Training Officer I successfully marketed and delivered training packages to commercial clients for the Corrective Services Academy.

 

3.      Ability to Develop Productive Working relationships

Throughout my career I have demonstrated sound team and leadership skills. I maintain open communication with all staff, be they senior management, peers or subordinates, to ensure objectives are met and issues are dealt with efficiently and effectively.

As a consultant it was crucial that effective working relationships were established in a short period of time. I efficiently and effectively established sound working relationships with clients, maintaining open communication channels to ensure all objectives were met.

When working as part of a team, I ensure I have a clear understanding of roles of all members, including myself, and work collaboratively to achieve the end result. When leading a team I maintain regular meetings to enable a cross flow of information and ideas, adopting a pro-active approach to finding solutions to possible obstacles.

I am aware of and apply principles of EEO, ID, OH&S, Access and Equity and Privacy and Security in all aspects of my work. I consider it a crucial part of training delivery to effectively communicate issues relating to workplace ethics to ensure participants understand the principles and the importance of applying them in all work.

4.      Ability to Demonstrate Personal Drive and Integrity

I have shown commitment in all areas that I have been employed including the APS code of conduct. I pride myself on my ability to represent my employer in a professional and diplomatic manner and ensure I maintain my personal integrity in all aspects of my work.

Whilst employed with the Department of Corrective Services, I was awarded the Director General’s Commendation in recognition of courage and devotion to duty.

The success of my business was primarily as a result of my personal drive and dedication to my work. As a trainer, personal drive is crucial to instil motivation and enthusiasm in participants.

I successfully represented the APS in the SACPAV forum for the endorsement of the Advanced Counter Terrorist First Response training package

5.      Demonstrate the Ability to Communicate Effectively

I have been actively involved in the training environment for twenty-five years and recognise the importance of effective communication. I have a very high level of oral and written communication skills, which have been vital to my professionalism as an APS officer and a self employed provider of security service and training for over twenty years.

Written correspondence has been in the form of tender submissions, security risk assessments, incidents reports and risk management programs. My presentation skills are of high standard, ensuring information is presented in a factual and concise manner.

I have been commended for my communication skills, both written and oral, on many occasions. I appreciate the importance of good communication at all levels and ensure I effectively communicate with both peers and senior management. I understand the problems associated with poor communication and pride myself on my ability to convey and receive clear, unambiguous information.

As a business consultant, I maintained a high standard of oral communication for securing contracts and maintaining successful client negotiations.

My role as an instructor, lecturer and facilitator for the APS was dependent on strong oral and written communication skills. As an Acting Senior Protective Service Officer the ability to listen effectively and be understood by management, staff and recruits is essential to achieve expected outcomes with a positive result.
